Filter protection in jddd

the main idea is to distinguish between the 100 nm Al filters as "sensitive" and the other filters as "normal"
- for both groups we define a max single pulse energy and a max dose ( number of pulses * single pulse energy)
- the single pulse energy is taken from the BDA ( important if attenuator is used)
The actions are:
- if one wants to move in a filter jddd checks if the FEL parameters are o.k. . then one sees the button to move the filter in. OR if the pulse energy / dose is too high. trhen only a warning sign and a message is displayed * IF YOU ARE A EXPERT you may go to the expert tab. there is a botton to the "expert filter control". This leads to the "old" filter control. there are no checks for the FEL parameters. so if you need to move in a filter at risky conditions you can use this way ... BUT BE SURE YOU KNOW WHAT YOU DO !!!
- IF the FEL parameters exceed the limits DURING the filters are in we decided NOT to close any shutter not to risk beamtime but to display a warning in the jddd pannel
- The warning is displayed if the filters with 100 nm Al are in ( +- 5 deg - checked in a case structure)
- the warning is displayed for the beamline which is active
- The warning is also displayed if the M0 screen or the fast shutter is closed to make people aware that they should not open the shutter ...
